essay ideas on pogge's institutional cosmopolitan

hi all
am working on pogge and institutional cosmopolitan. come u p with this idea of low skilled workers tax for govt dept and companies who refuse to employ low skilled workers and that is just about everyone in todays world.Want to combine that with veritcal heirachy where small groups based around neighbourhood centres have the power to monitor companies who refuse to employ the low skilled

The core idea of looking at the standing of low-skilled workers and regulations that might help to improve their standing is of course in its own right quite interesting in relation to, e.g., Pogge's GRT. Though in developing your ideas -- and one of the things to take into account, of course, would the kind of consideration that Pip highlighted in her comment -- bear in mind that the essay should not merely focus on applicative issues (even though they are, or can be, quite important in their own right), and that the essay at least ideally would bring in a cosmopolitan dimension. E.g., perhaps you could develop your ideas by developing Pogge's idea of a GRT in such a way that you show how someone like Pogge might not only want to focus on resources, but also opportunities?

It could be argued that it is not always appropriate to employ low-skilled workers due to the requirements of the job. Perhaps instead of a low-skilled workers tax for those who do not employ people who fall into this category, an incentive program for businesses/govt. departments who do (not sure how you provide an incentive for a govt. department though...). I just fear that small businesses/new businesses would lose out in this scenario of a tax. Knowing your focus on not disadvantaging the already marginal or disadvantaged groups, this might concern you on a more personal level.

In terms of connecting this with community groups, maybe you could argue for increasing corporate accountability to community groups that business affect (ie. through their environmental practices, their actual physical location of their offices, where their employees live etc).

Also, I think you're falling into my trap of being caught up in the application of the theory! If you work out how to make it more philosophical let me know - I keep just wanting to write about concrete issues. Pogge is my basis too.
